Introduction. The system of the state anti-drug Strategy is an element of a more complex system that implements the state policy of the Russian Federation in the field of trafficking in narcotic drugs, psychotropic substances and their precursors, as well as in the field of combating their illicit trafficking, aimed at protecting the health of citizens, ensuring state and public security. The purpose of this study was the desire to formalize the components of the Strategy using a systems approach as a method and way of thinking to organize knowledge about the concept and predict individual ones used in constructing a taxonomic model of the administrative-territorial hierarchy of properties. Materials and methods. The research materials included scientific developments, manuals and works of Russian and foreign authors devoted to the systems approach and analysis. The number of sources used is more than 29, for the period from 1938 to the present. The information base for the study was federal and regional regulatory legal acts published in reference and legal systems for the legislation of the Russian Federation, and electronic resources. The research methods were abstraction, synthesis, system analysis, comparison, systemic and integrated approaches. Results and discussion. A holistic view makes it possible to study Strategy as a specific device consisting of a complex of interdependent elements. According to the author of the article, to apply this approach, it is necessary to formalize the concepts related to the object of research - Strategy, as a system and determine the boundaries of this analysis. Sets of elements, structures, functions, communications, tools for interaction over time are absolutely correlated with the Strategy and are integral conceptual components. And the application of unified principles of a systems approach will allow a comprehensive study of the object to represent the functional integrity of its model. As part of the study of the research question, an attempt was made to correlate common principles with the Strategy that are important for describing the features of the construction, operation and improvement of multi-level systems that depend on the goals. Conclusion. The gradual formalization of the Strategy model using the methodology of system analysis is aimed at improving the researcher’s understanding of the object or decision-making process and gradually “cultivating” problem solving. As part of the study, it was concluded that the Strategy is not just a document defining the legal basis, goals, objectives and directions of anti-drug activities in a region or country - it is a socio-economic system of the whole, which is specified by a list of states of variables currently accepted by its parts. Thus, the systematic approach becomes decisive in modern methodology for searching for new mechanisms for improving the processes of interdepartmental interaction between subjects of anti-drug activities in the regions of the Russian Federation.
