ANALYSIS OF THE LEVEL AND STRUCTURE OF DISABILITY OF THE POPULATION OF THE CHELYABINSK REGION

Summary:
Introduction. Medico-social expertise and social services for the disabled are an important component of modern healthcare. Almost anyone can face temporary or permanent health problems. Public perception and the importance of disability are formed by a set of factors, including the development level of the healthcare system, the socio-economic and the environmental situation in the region, historical and political background, as well as individual biological characteristics that lead to limitations in daily life and permanent disability. Goal. To analyze the structure and level of disability in the Chelyabinsk region. Materials and methods. For achieving this goal, data on people with disabilities was used from the territorial body of the Federal State Statistics Service for the Chelyabinsk Region (Chelybinskstat). All data was processed using descriptive statistics methods. Results. Over the past 7 years, the number of disabled people in the Chelyabinsk Region has been decreasing (a decrease of 10,960 people, 4.61%), which can be attributed to an increase in the number of outpatient clinics from 570 in 2018 to 601 in 2024, and the number of doctors of all specialties from 42 per 10 000 population in 2018 to 43.3 per 10 000 – in 2024, improving the rules and criteria of medical and social expertise. For the period 2018-2024, there has been a significant increase in the number of disabled children - by 31.1%, which may be due to a complex of biomedical, social, environmental and organizational factors. The largest disability group is group II (49.2%), the least number of people with disabilities is group I (12.1%). In the period from 2018 to 2024, the number of disabled people in group I increased by 873 (by 3.4%), and disabled people in group III – by 2,832 (by 2.7%). The reverse trend is observed with the disabled of group II – there was a marked decrease by 19,363 (by 20.8%), which may be due to the constant improvement of the rules and criteria of medical and social expertise. The leading nosological groups that cause disability in the adult population of the Chelyabinsk region are malignant neoplasms (35.5%) and diseases of the circulatory system (29.54%). The remaining causes of disability account for 35%. The main causes of disability in children are mental disorders and behavioral disorders (44.96%), congenital anomalies, deformities and chromosomal abnormalities (13.91%), diseases of the endocrine system, eating disorders and metabolic disorders (10.63%) and diseases of the nervous system (9.65%). Conclusion. In the Chelyabinsk region, the disability rate of the accumulated contingent is lower than the national average. Primary disability is higher than in Russia, but the proportion of people with disabilities of working age is in the opposite direction. Children's disability is at a stable level with a decrease in the number of re-examinations.
