Summary:
Introduction. New approaches to delivering medical and pharmaceutical care are needed as part of healthcare modernization programs. The development of social entrepreneurship is cited as a key support measure for small businesses, which includes most pharmaceutical organizations and private medical institutions. The objectives of this study include data on medical and pharmaceutical organizations and social enterprises across federal districts, urban areas, and rural settlements. The relevance of this study on the development of social enterprises in Russian medicine and pharmacy lies in identifying and substantiating conceptual approaches to increasing access to medical and pharmaceutical care at the regional level.
Target. Identifying opportunities to improve the availability of pharmaceuticals to the population based on a comparative analysis of the territorial distribution of medical and pharmaceutical social enterprises across the constituent entities of the Russian Federation.
Materials and methods. The Unified Register of Small and Medium-Sized Businesses on the Federal Tax Service website as of January 10, 2025. The Unified Register of Roszdravnadzor Licenses for Pharmaceutical Activities as of March 25, 2025. The sample of social enterprises was compiled based on OKVED (All-Russian Classifier of Economic Activities) codes in the healthcare sector. General scientific methods were used: analysis, comparison, and generalization.
Results and discussion. Using current statistics, this article analyzes the current state of social entrepreneurship in medicine and pharmacy. All federal districts have registered social enterprises. A total of 751 social enterprises are registered in 77 constituent entities of the Russian Federation, including 661 medical organizations and 47 pharmacy organizations. Two federal districts, the Central and Volga Federal Districts, lead the ranking. The Far Eastern Federal District leads in terms of the number of social enterprises per 10,000 residents. Pharmacy organizations, by legal status, include 27 legal entities, 20 individual enterprises, 5 small businesses, and 42 microenterprises. Sixty-four percent of pharmacies operate in rural areas. The Moscow Region leads in the number of medical organizations, while Primorsky Krai leads in the number of pharmacy organizations.
Conclusion. Social entrepreneurship in healthcare is not yet systemic, as demonstrated by the wide variation in the number of social enterprises across regions. In pharmaceuticals, social entrepreneurship could become one of the tools for bringing pharmaceutical care closer to residents of rural areas with large, remote territories.
