AN ORGANIZATIONAL MODEL FOR IMPROVING THE CARDIOLOGY SERVICE OF THE UNITED HOSPITAL USING INFORMATION TECHNOLOGY

Introduction. Diseases of the circulatory system (DCS) continue to be an urgent problem of public health due to their high prevalence, significant impact on disability and mortality, socio-economic and medical-social aspects of public life, both in the Russian Federation and in the world. The area of the first level of medical care for patients with cardiovascular diseases in the areas of the immediate population remains problematic. Taking into account the development of information technology (IT), the development of organizational models for improving the cardiology service of medical organizations using modern information technologies is particularly relevant. Purpose: development and evaluation of the effectiveness of an organizational model for improving the cardiology service of the united hospital using information technology. Materials and methods. The research was based on Novokuibyshevsk Central City Hospital (NCGB), a united hospital of the Samara Region, which is a state-funded healthcare institution serving the population of Novokuibyshevsk, with an average annual population (2019-2025) of over 100,000 inhabitants. The performance indicators of the cardiology service are presented by indicators reflecting the effectiveness of the organizational model for 2023, 2024 and 2025. The study calculated statistical indicators, applied statistical, analytical methods, as well as the method of expert assessments and organizational modeling. Results and discussion. Within the framework of the proposed organizational model, the following sections are highlighted: development of the cardiological service of the united city hospital; application of information technologies in the activities of the cardiological service; routing of patients of the city hospital with diseases of the circulatory system to medical organizations of the cardiological profile of the Samara region; indicators of the cardiological service of the united city hospital; effectiveness of the organizational model of the cardiological service. In the outpatient conditions of the hospital, a computer program has been implemented on the basis of cardiology rooms to provide information support to the school of cardiology at the city hospital. A computer program for information support of hospitalization has been implemented in inpatient settings on the basis of the admission and cardiology departments. The performance indicators of the cardiology service were calculated for each indicator, taking into account the comparison of the obtained indicator with the target for this year, determined by experts. Integral performance indicators were measured in fractions of 1 (the maximum value) using a computer program for monitoring the cardiology service of the united hospital. Conclusion. Оценка результативности внедренной организационной модели обеспечивается разработанными индикаторами по целому ряду направлений: индикаторы здоровья населения; ресурсная обеспеченность кардиологической службы; деятельность кардиологической службы в амбулаторных условиях; деятельность кардиологической службы в стационарных условиях; преемственность амбулаторных и стационарных условий оказания медицинской помощи; медико-социологическое изучение мнений врачей; медико-социологическое изучение мнений пациентов. Отмечается повышение уровня интегральных показателей результативности кардиологической службы больницы с 0,82 в 2023 году до 0,86 в 2024 году и до 0,88 в 2025 году.
