Relevance. In the field of public health, the quality of training for future doctors plays a key role. Teaching staff should be prepared not only to teach, but also to develop new curricula, methodologies, and assessment tools. They should also actively participate in scientific work, including the development of new methods of treatment, diagnosis and prevention of diseases. Leaders in medical educational institutions require competencies in three key areas: organizing educational, methodological and scientific activities; developing and implementing novel educational technologies; and effectively managing human resources. The purpose of the study was to study the organizational component and the managerial aspect of the activities of the heads of departments of medical higher and postgraduate educational organizations in the aspect of the psychological and acmeological environment of the educational organization. Research materials and methods. During the research, various methods of data analysis in the field of medicine and statistics were used. The research methodology incorporated content analysis, analytical methods, direct observation, and organizational experiments. The study utilized statistical documentation and expert evaluations, supplemented by questionnaires and individual surveys. The study encompassed academic leadership from a trio of institutions, with the following distribution of participants: the majority (76 individuals) represented the Dagestan State Medical University under the Russian Federation's Ministry of Health, while equal numbers (17 each) came from both the Semashko National Research Institute of Public Health and the Derzhavin Tambov State University. The sample size was 110 people. The sufficiency of the sample was confirmed by the method of R.A. Fisher. Results. The structure of time spent on fulfilling the professional duties of the head of the department for the priority functions of the organization has the following characteristics: «control» - 61.8 ± 0.1%, «coordination» - 15.2± 0.1%, «organization» - 11.6± 0.2%. Discussion. It was noted that the heads of departments have a significant interest of department heads in improving their competence in the field of management, personnel management skills and the application of innovative approaches to the organization of scientific and methodological events. Conclusions. The assessment of department heads' organizational activities and managerial competencies revealed the necessity for developing a new organizational approach. This resulted in creating a competency-based model for postgraduate professional development, specifically designed for department heads in medical higher education and postgraduate institutions. The model was implemented as a professional development training program combining both in-person and distance learning formats, comprising 6 credits and 160 hours of instruction.
