Introduction. The relevance of this study is due to the goals and objectives set by the Strategy of the state anti-drug policy of the Russian Federation for the period until 2030. One of the strategic objectives is to develop a unified system of comprehensive anti-drug prevention activities. The рurpose: is to use a system analysis method that allows you to choose a method for formalizing the structure of goals defined by the Strategy of the State Anti-Drug Policy of the Russian Federation for the period until 2030 to find factors influencing their achievability, sustainability and consistency. Materials and methods. A study of legislative and regulatory documents, journal publications, scientific works of Russian and foreign researchers was carried out according to key queries reflecting the research topic. Results and discussion. The integrated approach is primarily focused on solving problems to achieve goals aimed at preventing the use of narcotic drugs and psychoactive substances and forming a unique preventive platform with a targeted industry infrastructure. The foregoing suggests that part of Russian anti-drug legislation should be a set of measures aimed at finding new approaches to departmental regulatory regulation, built on the basis of structuring and analysis of constituent structures from goals. Within the framework of the research question, the Strategy is considered as a system in which goals are set and formed within the system itself by the subjects of its interaction, and the practical task is to form the basis for the creation and implementation of goal-setting subsystems in management systems at each level (institutional, regional, federal). The role of the goal in the Strategy is an important element in the management system, which provides the basis for developing the organizational structure of the entities implementing the strategy. Conclusion. This approach determines that the study of a system should proceed from goals, and not from elements and state space. It is this thesis that should be the basis of the methodology for structuring goals and functions, based on the activity approach of organizations implementing the Strategy. As ideas about the system become more specific, it must be clarified, which determines the determination of the choice of system to reflect the accepted concept. Thus, the Strategy of the state anti-drug policy of the Russian Federation is a control system determined by the strategic goals of the subjects of interaction at the appropriate stage of their development, which have a common structure, environment and implementation technologies.
