ANALYSIS OF THE ACTIVITIES OF STATE INSTITUTIONS SUBORDINATE TO THE MINISTRY OF HEALTH OF THE RUSSIAN FEDERATION IN 2019-2024 IN PROVIDING PRIMARY HEALTH CARE TO THE POPULATION

Summary:
The basis of the medical care system is primary health care, which includes measures for the prevention, diagnosis, treatment of diseases and conditions, medical rehabilitation, promotion of a healthy lifestyle, and other measures. The activities of federal medical organizations, primarily medical organizations of the third level of medical care – specialized, including high-tech medical care, should be aimed, among other things, at providing primary specialized medical care in outpatient settings. Goal. The purpose of the study is to conduct a comprehensive analysis of the activities of state institutions subordinate to the Ministry of Health of the Russian Federation in 2019–2024 in the provision of primary health care to the population. Materials and methods. In accordance with the set goal, a continuous retrospective (2019–2024) study was conducted using data from the Federal Statistical Survey Form No. 30 “Information about a Medical Organization” (Form No. 30) for all federal state institutions subordinate to the Ministry of Health of the Russian Federation. The dynamics of the indicators were assessed based on the growth rate in 2024 compared to 2019. Statistical processing of the results was carried out using the Statistica for Windows version 10.0 software package. Qualitative data are presented in the form of relative frequencies (extensive indicators), and absolute values of indicators were also used in the analysis. Results. Federal medical organizations subordinate to the Ministry of Health of the Russian Federation include various types: higher education institutions, national medical research centers, sanatoriums, specialized centers providing specialized medical care, including high-tech care, specialized hospitals, and research institutes. The study included federal medical organizations subordinate to the Russian Ministry of Health that provide medical care in outpatient settings and have various divisions, such as polyclinics, clinical and diagnostic centers, consultative and diagnostic centers, and others. These are federal medical organizations that provide primary medical care, including primary specialized medical care. An assessment of visits by doctors of the Federal State Institution subordinated to the Ministry of Health of the Russian Federation, providing medical care in outpatient conditions, showed an increase in the number of visits, mainly by the following specialists: oncologists, cardiologists, ophthalmologists, and neurologists, where the largest share of visits is observed by ophthalmologists, oncologists, general practitioners, and dentists. In general, the analysis of visits by doctors of the Federal State Institution subordinated to the Ministry of Health of the Russian Federation, providing medical care in outpatient conditions, shows a positive trend for many specialists. A separate analysis of visits to dentists showed an increase in the number of visits, which is associated with an increase in the number of visits to pediatric dentists and orthodontists. Also, in the course of the analysis based on the results of 2024, there is a fairly low volume of visits to district service doctors against the background of a slight increase in the share of visits to doctors of these specialties relative to 2019. Based on the share of visits to the population by specialists of the Federal State Unitary Enterprise of the Russian Ministry of Health, as well as considering the purposes of visits, conclusions are drawn about the population's need for primary health care and the contribution of the Federal State Unitary Enterprise to providing primary health care to the population.
