DYNAMICS OF THE NUMBER OF CITIZENS' APPEALS AS AN INDICATOR OF THE EFFECTIVENESS OF ORGANISATIONAL DECISIONS TO IMPROVE ACCESS TO MEDICAL CARE

Summary:
Introduction. Ensuring accessibility of medical care is one of the key priorities of state policy in the sphere of protection and improvement of citizens' health. To this end, the subjects of the Russian Federation implement measures both as part of federal projects and as regional initiatives. In the Tomsk region, one of such solutions was the ‘Standard for the organization of medical care in ambulatory conditions’ (2018), which provides for the creation of offices for the organization of planned care in medical organizations providing primary health care to the population. To analyze the effectiveness of the measures from the position of public satisfaction with the availability of medical care, an indicator assessing the dynamics of patient complaints to the Department of Health of the Tomsk region was selected. The aim of the study: to evaluate the effectiveness of measures to create offices for the organization of planned care in medical organizations of the Tomsk region by assessing the dynamics of the number of patients' appeals with complaints about the provision of medical care. Material and methods. The study included 31 medical organizations providing primary health care in outpatient settings. According to the results of the implementation, the dynamics of the number of citizens' appeals with complaints about the organization of medical care for the period 2018-2019 and 2022-2023 was analyzed. Statistical processing was performed by Statistica 13.0 software package. Results. A decrease in the number of patients' complaints about the reasons of long waiting times for a specialist doctor's appointment was found from 3.15 units per 10 thousand visits in 2018 to 0.77 units per 10 thousand visits in 2023. Conclusion. The positive dynamics of the number of patients' appeals with complaints about the organization of medical care indicates the effectiveness of solutions to improve the accessibility of medical care through the introduction of planned care organization offices in medical organizations of the Tomsk Oblast.
