Summary:
The relevance of the study is related to the need to modify organizational approaches to internal quality control in order to bring them into compliance with the requirements of Order No. 381n of the Ministry of Health of the Russian Federation of 7 June 2019. The subject of the study is the application of a process approach in the organization of internal quality control works. The purpose of the study is to identify key processes of internal quality control and to form models of identified processes. Research materials and methods: process approach methodology; Analysis of the provisions of federal regulations; Analysis of local regulations on internal quality control; modeling of processes. The study was carried out at the Clinical Hospital of the Ministry of Internal Affairs of the Russian Federation in Moscow. As a result of the works, the key processes of internal quality control and their characteristics have been determined. A model has been created for each process (this publication provides a model for the audit process). Conclusions. Internal control of quality and safety of medical activity is multidimensional, multi-component activity. The process approach is one methodology that can be applied to effectively organize internal quality control in a medical organization. The provisions of Order No. 381n of the Ministry of Health of the Russian Federation of 7 June 2019 "On Approval of Requirements for the Organization and Conduct of Internal Quality Control and Safety of Medical Activities" allow to identify key processes of internal quality control, but they are insufficient for the formation of their models. Models are formed on the basis of work decomposition to the level of specific actions (operations), integration of numerous time-separate actions. It should include the definition of input/output information, business rules, activities and their stages, responsible performers. These modeling principles ensure the organization of the process on the basis of automatic activation of management mechanisms and execution of necessary actions without special instructions.
